            I am directed by Genl Lee to say in reply to your communication of the 5th int. concerning an arrangement for carrying an express mail between these Head Qrs & your command, said to have been inaugurated by him, that he has never made any “express” mail agreement with any one: Gen Loring did establish an Express some two months ago thro: the Agency of Maj: Harman of Staunton, this may be the one to which you allude & your letter has been referred to him for his action.
