Sir

            This will be handed your Excellency by Lt Col Lee an Officer to whom I am greatly indebted for the advantages we gained over the enemy last campaign. His singular merit and great abilities entitles him to my warmest friendship; and I beg leave to recommend here to your Excellency civility should he visit the French Army. The severity of the Service has impaired his health and he retired for to recover it. I take leave to refer your Excellency to the Col for the situation of things in the department.
