I enclose your Two notices of details from the Chief Surgeon's office General Hospital Richmond, which I do not understand, as it is not stated on what duty the men are detailed, nor do I know by what authority save that expressed on its face. I am told that these details are common, but this is the first time it has been brought to my notice. I fear that no army can be kept in the field if the practice is continued. I wish it stopped, unless it has been ordered by proper authority, and in that case I wish to be improved.
