To all whom it may concern.

We the Subscribers Delegates in Congress from the State Virginia do certify that the Bearer Edward Wright is an Inhabitant of Westmoreland County in Virginia, a Man of good character, and employed by his industrious Neighbors to collect Cotton Cards for carrying on their domestic Manufactures And therefore that it may be suffered to pursue his business without molestation or interruption. Given under our hands at Baltimore this 18th day of February 1777.
