1 The following extract from the memoirs ot the late Lord Houghton (Monckton Milnes) reveals how little real knowledge even the greatest of the Abolitionists had of the true character and capacity of the Southern negro:—“London, June 27, 1867, Garrison told as that, in a few years, the blacks would be the sovereign race in the Southern states in wealth, intelligence and power.”
